1.9.  TRAINING OF EX-SERVICEMEN
1.9.1 Special programmes are undertaken for training of Defence Service personnel who are about to retire or have retired from service.  The following schemes are being implemented for their training in collaboration with Directorate General of Rehabilitation (DGR) in the Ministry of Defence.

  • Pre-cum-post Release Training for Defence Personnel (PCPRT)
  • On-the-job training scheme for Defence Personnel (OJT).

1.9.2 “PCPRT” training is provided to retiring service personnel in various ITIs all over the country.  The objective is to equip the retiring service personnel with the skills in various trades to enable them to acquire recognised qualification in the form of National Trade Certificate.    The trainees are deputed by DGR prior to their retirement and about 4000 seats have been earmarked for the purpose in ITIs all over the country.

  • For the benefits of  retiring Defence Service Personnel the reservation of seats from 1000 has been increased to more then 4000 w.e.f. the session started in August 2000. It has been decided to extend this scheme to  410 ITI s   covering 28 states/UTs in the country . Out of these, facilities in  378  ITI s  were upgraded under the World Bank assisted Vocational Training Project  and old and obsolete equipments were replaced and also other facilities were upgraded .
  • The procedure for charging fee from the defence service personnel under  going training has been simplified to encourage their participation

1.9.1 "On-the-job" training scheme was introduced in 1981.  Under this scheme, special skill training is imparted by the industrial enterprises for retiring defence personnel on the basis of the syllabi prepared in consultation with DGR in 10 different trades.  The duration of training is 9 months.  After completion of training, DGE&T conduct trade test at its field institutes under the aegis of NCVT and a trade certificate is awarded to the successful trainees.

1.10 Population Education in Vocational Training Programme

  • The scheme involves creation of awareness amongst adolescents and youth in ITIs/ITCs about Population issues and  their impact on their own lives and on the community.
  • To consolidate the gains of the Phase-I of the Project where in 1000 Instructors of ITIs/ITCs were trained on Population Education from December,1988 to December,1992,Phase –II was conceptulised and became operationalised in July,1996 with UNFPA assistance to the tune of  US $ 4,10,203.
  • Training Manual and Hand Book on Population Education for the  instructors & trainees of ITIs have been developed respectively,on the basis of recommendations of the recommendations of International Conference on Population & Development (ICPD) held in Cairo in 1994.
  • Manual on Participatory Techniques and Communication Skills have been developed to strenghthen the Communication Skills of the instructors in transferring the knowledge on Population Education to the trainees of ITIs. This will also equip trainees  with relevant skills to ensure safer and healthier future.
  • 1450 instructors of ITIs have been trained on Population Education related  issues up to November,2001 against the target of 1500 instructors in the Project.
  • 50 instructors of ITIs are to be trained on Population Education related issues in the month of December,2001.

1.11.  RETRAINING PROGRAMME UNDER NATIONAL RENEWAL FUND (NRF) SCHEME

    • The  National  Renewal  Fund  (NRF)  was   announced   by   the Government,  as  a  part  of new Industrial Policy,1991, to protect the interest  of  the  workers  likely  to  be  affected  by  technological up-gradation and modernisation in Indian industry.  The aim of National Renewal Fund is to provide a social safety net for labour.
    • Under the scheme, one of the activities is to provide retraining, counselling and redeployment of rationalised workers  who  have  either taken  voluntary retirement or have been retrenched or rendered surplus from organised sector after 24.7.1991  i.e.,  after  liberalisation  of industrial policy announced by the Government of India in July,1991.
    • The Department of Industrial Development (DOID) in the Ministry of Commerce and Industry, as a nodal ministry,  has  been  implementing the scheme by engaging 13 nodal agencies including DGET in the Ministry of Labour.
    • DGET in the Ministry of Labour took up the scheme in June 1995.
    • Under the scheme, training of rationalised workers is  imparted in the Industrial Training Institutes / Centres (ITIs/ITCs) and in some Public sector Undertakings / Non   Governmental   Organisations (PSUs/NGOs).
    • The training is Imparted in any trade available under Craftsmen Training Scheme or  any  other  area  for  which  self/wage  employment opportunities are available.
    • Rationalised workers upto  maximum  of  55  years  of  age  are eligible for undergoing training under the scheme.
    • During  the  period  from  1995-96  to 1999-2000, the funds for retraining were provided by Ministry of Industry/Finance from  National Renewal Fund.    During the period, DGET in the Ministry of Labour have trained 15300 rationalised workers and of these 4350 were  deployed  in self/wage employment.
    • During  the  current  financial  year 2000-2001, funds were not provided from NRF.  However, provision of Rs.  40 lakh was made in  the "Demands for Grants" of Ministry of Labour and 600 rationalised workers were trained.
    • DGET  as  one  of the nodal agencies of DOID, has trained about 15900 workers and of these 4390 workers have been deployed in self/wage employment and an expenditure of Rs.7.43  crore  has  been  incurred since inception of the scheme.
    • The  Government  of  India  has  now  revised   the   Voluntary Retirement  scheme  (VRS)  vide  Department of Public Enterprises (DPE) Office Memorandum No.  3(32)/97-DPE(WC) dated 5th  May,2000.    It  has been  decided  that the NRF in its present form will cease to exist and the funds required for retraining/ rehabilitation of employees availing of VRS, will be placed with Department of  Public  Enterprises  in  the Ministry  of Commerce and Industry under the arrangements to be evolved to take-up the activities from financial year 2001-2002.
